How does REACH work to ensure the safety of imported products?

REACH(Registration, Evaluation, Authorization and Restriction of Chemicals) is a regulation of the European Union for protection of human health
and the environment from the risks that can be posed by chemicals. Manufacturer
or importer need register with European Chemical Agency (ECHA) for
substances import into EU exceeds 0.1% weight and over 1 tonne per year.
The manufacturer or importer must “ensure” the product is REACH compliant
and lab test is not mandatory, although substance concentration be tested in
third party laboratory. Up to Jan 2021, there are 211 substances on the Substances
of Very High Concern (SVHC) candidate list.
